Paul Luif studied law and sociology at Vienna University (1966–1972) and holds a doctorate in law; he continued his post-graduate studies in political science at the Vienna Institute of Advanced Studies and completed his “Habilitation” for the entire field of political science at Salzburg University, where he also served as an assistant professor for international relations. He has been a member on the scientific staff of the Austrian Institute for International Affairs in Vienna since 1980 and has been a regular adjunct lecturer at the Universities of Vienna and Salzburg.

He also has been a fellow/lecturer at Jawaharlal Nehru University, New Delhi, the Swedish Institute of International Affairs, the EU Institute for Security Studies, Paris, International Christian University, Tokyo, and serves as a Fulbright Visiting Professor at Loyola University, New Orleans, in the fall semester of 2008. He is the author and editor of numerous books and articles.
